Path to Partnership for Peace
Many oppose changes because they are afraid of the uncertain future that they create. Therefore we have to predict, describe and draw the path into a secure future, which is the goal for Bosnia and Herzegovina. Partnership for Peace, NATO and the European Union - this is the future that offers security and prosperity, much higher than the current situation offers.
White Book
In July 2001, the Presidency of Bosnia and Herzegovina issued the conclusion which expressed the readiness of Bosnia and Herzegovina to accept the obligations and rights in family of equal Euro-Atlantic nations, and to participate and actively contribute to collective security. The Presidency of Bosnia and Herzegovina also clearly expressed commitment towards the inclusion of Bosnia and Herzegovina in European and Euro-Atlantic integration and the Partnership for Peace program, as well as for the implementation of necessary reforms in the defense system and the reorganization of the armed forces.
Bearing these goals in mind, in the past three years, great efforts have been made to create an environment necessary for successful process of reforms in the defense system, achieve internal stability and create conditions for credible candidacy for NATO's Partnership for Peace program.

Defense Reform Commission (2005 Report)
The Defense Reform Commission has based its recommendations on the continued effort to provide authentic candidature of Bosnia and Herzegovina for membership of the Partnership for Peace, the legal obligation of Bosnia and Herzegovina and of the entity institutions to work on joining the NATO, in accordance with Article 80. of the Law on Defense, letter from the Secretary General of NATO from 16 December 2004 to the Chairman of the Presidency of Bosnia and Herzegovina, the Commission's mandate, which is contained in the decision of the High Representative of 31 December 2004, and the decision of the Presidency of BiH of 23 February 2005, which expresses the commitment towards membership in NATO.
