Competencies

The Sector for Personnel Management performs human resource and personnel tasks, tasks related to maintenance of personnel and other related documents pertaining to civilian and professional military personnel; ensures that all civil servants have unimpeded access to their own files, coordinates the necessary activities and cooperation with the Agency for Civil Service, submits reports with the needs for hiring of civil servants and employees, performs the necessary processing of documentation related to status issues related to the members of the Ministry of Defense, the Joint Command and Operational Command of the Armed Forces of BiH.

The Sector for Personnel Management consists of the following internal organizational units:

a) Department for management of military personnel
Manages military personnel at the MoD and AF BiH, manages military careers, conducts evaluation and promotion, employment and termination of military service, status regulation in the service of professional military personnel; is responsible for issues of military discipline and stimulation measures, the system of military personnel classification, and monitoring of staffing levels.

b) Department for management of civilian personnel
Develops and ensures the implementation of policies, guidelines and regulations for the management of civilian personnel at the MoD and the AF BiH: admission into service, monitoring of staffing levels, regulation of status in the service, evaluation, motivation measures, termination of service, payroll administration, personnel records, pension and health insurance, and termination of service.

c) Department for education, training and professional rules
Proposes guidelines and policies for education and training of professional military and civilian personnel, establishes the needs for training of civilian and military personnel in the country and abroad, prescribes policies and standards for the selection of candidates for education and training.

d) Department for staffing, retention and reserves
Proposes guidelines, policies and procedures regarding the staffing, retention in service and reserves, determines the need for staffing with new personnel, and the needs for reserves.

e) Department for personnel transition
Performs administrative supervision over the implementation of the Law and other regulations in the area of personnel transition; monitors, coordinates and prepares projects in the field of transitional activities.
